Transformative Climate Communities

A program supporting community-led transformation

What is TCC?

The Transformative Climate Communities (TCC) program enables community-led change by funding development and infrastructure projects in disadvantaged communities. The main objective of the TCC program is to provide lasting and meaningful environmental, health and economic benefits to communities residing within the TCC project area. Community partners and residents will collaboratively work towards the goals of Stockton Rising, the TCC program in Stockton, California.

TCC Stockton Rising is supported by California Strategic Growth Council’s Transformative Climate Communities Program with funds from California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment – particularly in disadvantaged communities.

Where is the Stockton Rising project area?

The Stockton Rising project area spans across Downtown and South Stockton neighborhoods in Stockton, California. Communities residing within the project area, especially in South Stockton, have endured decades of divestment and have been impacted by redlining, and structural and institutional racism. Environmental issues and concerns are also concentrated in South Stockton, such as higher exposure to multiple sources of pollution, high asthma rates and other cardiovascular and respiratory diseases, poverty, and homelessness.

Catholic Charities’ Project

The Environmental Justice Program will support the Stockton Rising projects by conducting community engagement and communicating TCC progress to the community. Additionally, the EJP will convene with community stakeholders and recruit Climate Leaders to participate in the program to promote civic engagement. The Environmental Justice Program will communicate Stockton Rising’s success and progress through video production and social media.
