What is Stockton Rising?
Stockton rising is a project, led by the City of Stockton, started in 2018 through the funding provided by California’s Strategic Growth Council’s (SGC) Transformative Climate Communities (TCC) program. The program funds community-led development and infrastructure projects which aim to improve the environment and climate resilience of neighborhoods most affected by climate change and poor environmental conditions. The City of Stockton, the San Joaquin Regional Transit District, and 10 other Community-Based Organizations partners, EJ Program being one of them, are implementing projects that will directly benefit the South Stockton Community. With programs such a free rooftop solar, tree planting, asthma reduction, and appliance installs, Stockton Rising hopes to mitigate the effects of poor air quality within the boundary zone and improve the quality of for the residents. Currently, the City was awarded another round of funding (TCC round 4) for $24,165,510.
Stockton Rising Project Area
The project area spans about 5.01 square miles, downtown and South Stockton neighborhoods. The communities within the project area, especially in South Stockton, have endured decades of divestment and have been impacted by redlining, and structural and institutional racism. Environmental issues and concerns are also concentrated in South Stockton, such as higher exposure to multiple sources of pollution, high asthma rates and other cardiovascular and respiratory diseases, poverty, and homelessness.
How are Transformative Climate Communities grants funded?
The California Strategic Growth Council funds the Transformative Climate Communities Program with funds from California Climate Investments. This is a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment – particularly in disadvantaged communities.
Our contribution
The Environmental Justice Program will support the Stockton Rising projects by conducting community engagement, outreach efforts, and communicating Stockton Rising’s success and progress to the community via various modes including social media, radio, and quarterly newsletters.
